Universities Can Apply for NSSE Phase 2. Punjab Education Foundation (PEF) has officially expanded the eligibility criteria for Nawaz Sharif Schools of Eminence (NSSE) Phase 2 by introducing a new applicant category. According to a newly issued circular, Degree Awarding Institutions (DAIs) and Universities are now eligible to apply for the establishment of NSSE campuses in Punjab. This development opens the door for higher education institutions to participate in one of Punjab’s most ambitious school education initiatives.

The latest update is particularly important for universities and degree-awarding institutions that were previously not listed among the eligible applicant categories. With this change, qualified institutions can now compete for NSSE Phase-II opportunities under a dedicated evaluation framework.

PEF Introduces Universities as a New Eligible Category

In its latest circular, PEF announced that Degree Awarding Institutions (DAIs) and Universities have been added as a new applicant category for NSSE Phase-II. These institutions are now permitted to apply for the establishment of schools in the advertised tehsils of Punjab, subject to eligibility requirements and evaluation criteria.

This addition significantly broadens participation in the project and allows experienced higher education institutions to contribute to school education across Punjab.

Who Can Apply Under the New Category?

Universities and DAIs wishing to participate in NSSE Phase-II must satisfy specific eligibility requirements.

An institution must:

  • Hold a valid University/DAI Charter or Ordinance issued by the Government of Punjab.
  • Be recognized by the Higher Education Commission (HEC) Pakistan.
  • Have at least five years of operational experience.
  • Meet all conditions outlined in the NSSE Phase-II TORs.

Institutions meeting these requirements are encouraged to submit applications before the closing date.

Maximum Number of NSSE Schools Allowed

Under the newly approved framework, a university or degree-awarding institution may apply for a maximum of:

Three (03) NSSE Campuses

Applications can only be submitted for the advertised tehsils announced under NSSE Phase-II.

Campus Ownership Requirements

PEF has also clarified the requirements regarding the proposed school building.

Applicants must provide:

  • Valid ownership documents, or
  • Rental documentation, or
  • Iqrar Nama (where applicable)

In addition, assessment of the proposed building is mandatory before final selection.

Financial Eligibility Requirements

The assessment of financial strength will be based on:

  • Assets declared in the latest tax return
  • Accumulated credit entries in bank statements
  • Financial documentation submitted with the application

PEF may use these records to evaluate the applicant’s financial capacity and ability to operate the proposed campus.

Minimum Eligibility Requirements

To qualify under the new category, institutions must also satisfy several non-scoring requirements.

Evaluation Framework for Universities

PEF has introduced a dedicated 100-point evaluation framework for DAIs and Universities.

A. Institutional Capacity (50 Points)

This section evaluates:

  • Years of operation
  • Number of approved faculties
  • Number of campuses owned across Punjab

Institutions with longer operational histories and larger academic footprints receive higher scores.

B. Financial Strength (30 Points)

The financial evaluation is based on the institution’s average annual turnover over the last three years.

Higher turnover results in a stronger score under the framework. Applicants must submit audited financial statements and tax returns as supporting evidence.

C. Proposed Campus and Feasibility (20 Points)

Applicants must provide:

  • Short video of the proposed site
  • Google location or GIS coordinates
  • Campus photographs
  • Classroom photographs
  • Laboratory photographs
  • Playground and facility images
  • Five-slide presentation about the applicant and proposed site

These materials help PEF assess the feasibility and readiness of the proposed campus.

NSSE Phase 2 Last Date

PEF has confirmed that the application submission deadline remains: 30 June 2026 Universities and DAIs interested in applying should ensure that all required documents are uploaded before the closing date.

Why This Update Is Important

The inclusion of universities and degree-awarding institutions is one of the most significant changes introduced in NSSE Phase-II so far.

This move may:

  • Increase competition among applicants
  • Bring experienced educational institutions into the project
  • Improve institutional capacity
  • Expand educational opportunities across Punjab
  • Strengthen the overall NSSE initiative

For universities looking to extend their educational footprint beyond higher education, NSSE Phase-II now presents a valuable opportunity.

Final Thoughts

The Punjab Education Foundation has officially opened NSSE Phase-II participation to Degree Awarding Institutions and Universities, creating a new pathway for experienced educational institutions to contribute to school education in Punjab. Institutions that meet HEC recognition requirements, possess a valid charter, and have at least five years of operational experience can now apply for up to three NSSE campuses under the newly introduced category.

Interested applicants should carefully review the updated TORs, prepare all required documentation, and complete their applications before 30 June 2026.
